05: The US Government
Our government used to be very involved with Umbrella, wanting a biological weapon to do their battles for them. That all changed once they lost Raccoon City. They helped cover it up by completely destroying the city. After their lost faith, they quit supporting the company. According to Resident Evil 4, this caused Umbrella to crash. Unknown to the company, they know they are still around. While fighting wars against the Las Plagas, they also seek to put an end to the company, as well as take any information that could prove useful to them.
Three known governmental characters:
1. Dr. Douglas Jefferson
2. Leon S. Kennedy
3. Sebastion S. Kennedy
4. Bruce Mcgivern
